Abstract:

The formulation of language policy is not only working as the national management for its language, but also playing an important role in the political, economic and other fields of the countries. In this thesis ,the author studied the development of language policy in the past over twenty years in Kazakhstan and the evolution of the functions and statues of Kazak, Russian, English and Chinese in the language policy in Kazakhstan, and studied the social backgrounds of language policies of each period and the impact of policy effects and revelations. The author also make reasonable predictions for development of the language policies in Kazakhstan, This thesis summarizes the experiences and lessons of the language policies in Kazakhstan, especially the foreign language policies and language education policies, aimed to be favourable to the formulation of Chinese language policy.

摘要：

语言政策的制定不仅仅是国家对于其语言的管理，也在国家政治经济文化等领域的发展中起着至关重要的作用。本文研究了哈萨克斯坦20多年来的语言政策发展状况，以及哈萨克斯坦语、俄语、英语、汉语等语言的社会地位和功能变化，探讨了各个阶段语言政策制定的社会背景、政策的影响效应以及所得的启示等，并对其未来语言政策的发展做出合理的预测。同时，论文总结了哈萨克斯坦语言政策的经验和教训，特别是外语政策和语言教育政策，以期对我国的语言政策的制定有所帮助。

1. Introduction
The language policy is the main content of the sociallinguistics, and also the object of study of the ethnonymics, politics and sociology. The author dissicusses the language policies of Kazakhstan in this thesis.
The Republic of Kazakhstan, is a large Eurasian country in Central Asia and Eastern Europe. Ranked as the ninth largest country in the world as well as the world's largest landlocked country,  it has a territory of 2,727,300 km². It is bordered by Russia, Kyrgyzstan, Turkmenistan, Uzbekistan and China. The country also borders on a significant part of the Caspian Sea.
Since the independence, Kazakhstan had formulated a series of language policies. Compared with other central Asian countries such as Ukraine, the language policies of Kazakhstan were more successful in solving the political, economy and ethnic problems. Nowadays, China and Kazakhstan are more and more close in many fields. These two countries are both the members of WTO, and they cultural exchanges are increasingly frequent. Although many experts and scholars have been studied on the language policies of Kazakhstan, but the current study is still not very complete.So the study of this thesis is very meaningful.
